This report provides updated estimates of family living income expenses and living wage for Delhi-NCR, India. The update for 2024 takes into account inflation and changes in payroll deductions since the original Anker living wage study carried out in December 2023 (Kaicker & Mamkoottam, 2023).

2023 Benchmark Report: Living Wage Report for Delhi- NCR India

Abstract

This study employed the Anker Methodology® to determine the living wage for Delhi-NCR. The study used a combination of secondary data as well as primary data collected through field investigation during September-December 2023 in Gurugram (also known as Gurgaon) and Gautam Buddha Nagar (also known as Noida) districts. Living wage was estimated by assessing the cost of the constituents of decent living (nutritious and balanced diet, healthy and safe housing, non-food-non-housing (NFNH) items, and contingency expenses). It was estimated for a typical size family (of 4 persons in the case of Delhi-NCR) to be able to lead a basic but decent life that needs to be earned by worker during normal working hours. Rs. 22,494 (USD 270) per month was estimated as the living wage for Gurugram and Gautam Buddha Nagar districts. This estimate is considered applicable broadly to Delhi-NCR as a whole because of the similarities of food habits, consumption patterns, and living costs across the Delhi-NCR region. Our Delhi-NCR district living wage is 3.2 times the national urban poverty line wage, and 3.7 times the international poverty line wage for India. It is 1.6 times the prevailing wages for casual workers in Delhi, and 1.7 times and 2.1 times the prevailing wages for casual workers in Haryana and Uttar Pradesh. It is more than twice the minimum wage for unskilled workers in Haryana and Uttar Pradesh, and 30% higher than the minimum wage for Delhi. Our estimate is 74% higher than the minimum wages for skilled workers in Haryana and 78% higher than the minimum wage for skilled workers in Uttar Pradesh, 17% higher than the minimum wages for semi-skilled workers in Delhi and 6% higher than the minimum wages for skilled workers in Delhi. The wage implied by the average expenditures of households in urban Delhi-NCR based on household consumption expenditure survey data is about 69% of our living wage estimate (using the CMIE-CPHS estimate for May 2022-April 2023) and 95% of our living wage estimate (when using the NSS-HCES estimate for July 2022 to June 2023).
