Living Wage Update: July 2020 Rural India Nilgiris, Tamil Nadu

This report updates to July 2020 living wage and living expenses/living income for rural Nilgiris, Tamil Nadu State, India. The net living wage (i.e. take-home pay required for basic decency) and living expenses (living cost for a reference size family of 4 for basic decency) were both updated to the study month of the most recent calendar year – July 2020 – to take into account the amount of inflation since the original study in July 2018. Without accounting for inflation, the net living wage estimated in 2018 would not be sufficient for workers to have a basic but decent standard of living in 2020 because the purchasing power of the living wage would have decreased. Similarly, living expenses for a reference family are also updated to July 2020 to account for inflation. The gross living wage (aka living wage) was updated to July 2020 by also taking into account mandatory deductions from pay that workers would need to pay on the updated 2020 living wage. This was done using July 2020 laws.

Without accounting for inflation, the net living wage estimated in 2015 would not be sufficient for workers to have a basic but decent standard of living in 2019, because the purchasing power of the living wage would have decreased compared to what it was in 2015. Similarly, living expenses for a reference family are also updated to December 2019 to account for inflation. As there are no applicable mandatory payroll deductions for rural piece-rate work, the net and gross living wages are the same.

Without accounting for inflation, the net living wage estimated in 2016 would not be sufficient for workers to have a basic but decent standard of living in 2019 because the purchasing power of the living wage would have decreased compared to what it was in 2016. Similarly, living expenses for a reference family are also updated to August 2019 to account for inflation. The gross living wage is updated to August 2019 by taking into consideration in addition income taxes and mandatory deductions from pay that workers would need to pay on the updated 2019 living wage. The concept of a living wage (LW) is that it should allow the worker and her/his family to live a decent life. This decent life should allow for a low cost nutritious diet, basic healthy housing with essential amenities of water, electricity and sanitation facility, and other essential needs including adequate health care, education of children through secondary school, transport, personal care, entertainment, etc. along with some savings for unforeseen events. This report establishes a living wage for Tiruppur, a city in the state of Tamil Nadu, India. Tiruppur is the biggest center for exports of knitwear in India. Nearly 600,000 people are dependent for their livelihood on 6,250 garment and textile manufacturing factories spread in and around Tiruppur. In 2014, this industry had an annual turnover of US $ 3.6billion. This study, undertaken by Centre for Operations Research and Training (CORT), India was funded by the TransFair e.V. (Fairtrade Germany).

The draft report was further discussed with stakeholders including NGOs, academicians, local workers (weavers), subcontractors and factory owners, after which appropriate corrections and modifications were incorporated.
